The Bulgarian Construction Chamber (BCC) supports the National Program for Energy Efficiency of Multi-family Residential Buildings. According to estimates of the branch organization, about 2,500 small and medium-sized companies will have the possibility to participate in tenders. This became clear at a meeting between the enlarged Board of BCC and the Minister of Regional Development and Public Works Lilyana Pavlova, where she presented the main program activities. The management board of the Chamber united around the view that the best option for execution of the construction sites is engineering. It will bring higher quality and will help to speed up the projects.
Builders suggested to Minister Pavlova, to cases in which contracts will be traded on the criterion “economically most advantageous offer” to be introduced standard documents for the competition. She accepted the idea and said that she would expect the Chamber to give her the standardized documents.
Costs for security and logistics of the implementation process for energy efficiency measures should be calculated in the bids because there will be no extra charges and annexes on ongoing contracts. There will be an advance payment of 35%. Builders suggested intermediate payments totaling up to 80%.
Supervisory companies need to monitor very seriously the implementation of all activities from the very beginning to the end of the whole process of renovation, called from BCC. Minister Pavlova underlined that compromise with the quality of work should not be made. The Chamber suggested regional chairmen of the organization together with regional governors also to perform monitoring.
