MEW and BCC prepare standard procedures for water projects

The Chamber and Eco Ministry to establish a common methodology for assessing design, construction and supervision in a month

    The Ministry of Environment and Water (MEW) and BCC begin preparation of standard tender procedures for water projects. The managements of the Chamber and the Ministry of Environment and Water started working together on a common for all water projects methodology. Within a month the construction chamber and the ministry will exchange their concrete proposals on the formation of clear conditions and requirements. These are the results of the meeting between the management of the Chamber and Minister Nona Karadzhova in the Ministry of Environment and Water on Friday. The meeting was initiated by the eco ministry and its main purpose was to look at possible steps to accelerate absorption of EU funds in the water sector. The working discussion was attended also by Deputy Minister Ivelina Vasileva, experts from the ministry and representatives of the Bulgarian Association of Architects and Engineering Consultants, the Chamber of Engineers in the Investment Design and the Chamber of Architects. For the preparation of methodology “no creativity in it” BCC proposes to draw on the experience and best practices in Germany, Netherlands and Belgium which have proven effective. According to all participants in the meeting the common methodology for preparing standard tender procedures will help to reduce the appeals without justification on the projects. In order to ensure transparency and objectivity of processes MEW will encourage municipal governments to use representatives of public sector organizations in the commissions on tenders and valuation of finished projects before receiving grants.
