European directive to put PPA on the track

Arch. Damyanov, a few days ago you were elected Chairman of the Chamber of Architects in Bulgaria. What is your vision for the organization’s work?
We started working and at very high speed, as events around the chamber are developing very rapidly. Quite unexpected things have happened for which we were not prepared. Unfortunately, the former chairman of the Chamber of Architects in Bulgaria arch. Petko Yovchev died a week ago. We honored his memory with dignity. As a man and architect he did enough things that will remain in the history of Bulgarian architecture.
Your first big event as chairman of the Chamber of Architects in Bulgaria was the round table “Architecture Plus”. To what decisions did you come at it?
I attended rather as a complementary participation of severely ill then arch. Petko Yovchev, who organized the meeting, under the auspices of President Rosen Plevneliev. The event was attended by representatives of the Ministry of Regional Development and Public Works, Sofia Municipality, Bulgarian Construction Chamber, Union of Architects, Chamber of Engineers in the Investment Design and others. The round table was the place where we looked for a solution to the problem with the criterion “the lowest price” in tenders, which exists in the practice of builders and architects. We were looking for a scene the question to be put and submitted to the Architects’ Council of Europe. There currently is prepared a directive that will adjust and put on the track the Public Procurement Act (PPA). This criterion greatly concerns the construction industry. There are many points on which the PPA can be criticized.
