The construction and hydraulic failures are easily identified and are subject to removal under guarantees in the implementing agreements. More complex is the issue with design errors and failures of incompetent service. Even if you have a perfectly designed and constructed treatment plant a serious failure would come if people working with it are not able to exploit it properly.
In the process of design we have some critical moments. The first one is the short period during which the project should be prepared. There should be a clear framework for the scope of each phase according to the requirements of the MEW and the current legislation. Clarification of the pledged criteria for experience and expertise of the staff and contents of the required references is a must. You should know the rules of the Public Procurement Agency in checking the tender documents, in reducing and increasing the requirements so that they should not be limiting. It is necessary to remove or to minimize the severity of subjective criteria. It is necessary to emphasize the longer actual professional experience of companies and designers, as well as references, with scoring the results of constructed sites.
We should remember that the beneficiary is responsible for the choice of improper company as contractor, consultant or designer, misconduct required in permits for discharges, making construction and exploitation more expensive and unjustified increase of the cost of treated water for the population. However, the errors are paid by the whole society.
To sum up, important conditions for the next programming period are establishment of a register of rogue companies and insurance rating “professional responsibility”. After construction of new wastewater treatment plants we should explore the parameters used for dimensioning and the outcomes in order to obtain information of great importance for future design and construction of similar sites.
