We will continue to invest in heavy infrastructure
Minister Donchev, the first programming period for our country will end soon. To what extent did we succeed to create functioning administration that knows how to manage EU funds?
There is still time before the end of this programming period – until the end of 2013 can be negotiated projects which can be paid by the end of 2015. As to administrations, they are a function of the wishes of citizens and the will of politicians. All human affairs are imperfect, including the administrative machine, but it is worth noting that institutions work much better, faster and with fewer errors, compared to previous years. We have the necessary basis to successfully build the next programming period.
What is your assessment on the absorption of EU funds since 2009?
Bulgaria has learned its lesson. We started as a country with a terrible image in Brussels, with many mistakes, without assessment of the conformity and payments about 1% – BGN 150 million. Today, three years later, the payments are 4.2 billion, 90% of the overall financial framework is in execution, we do not have stopped operational programs and even we are in the position to help other countries. I am convinced that we can do more and we will achieve it.
