Northern Speed Tangent to be constructed with BGN 150 million

The construction of the Northern speed tangent should be completed by the autumn of 2015. The period is 15 months, said Minister of Regional Development Desislava Terzieva and Chairman of the Board of Road Infrastructure Agency Eng. Stefan Chaikov during the signing of contracts for provision of grants for design and construction and supervision of the Northern speed tangent of Sofia. The total length of the stretch is 16.54 km. The project is Lot 70 of OP “Regional Development”, co-funded by the European Regional Development Fund and the national budget. Minister Terzieva noted that the project is extremely important for the capital city and has been chosen to save funds under OP “Regional Development” which otherwise the country would lose.

The value of the contract for design and construction of the project is BGN 149,999,999 excluding VAT. Contractor is the consortium HPVS-SST which includes Hydrostroy AD, Patni Stroezhi Veliko Tarnovo AD, Patinzheneringstroy AD, Patstroy Burgas Ltd and Vodstroy 98 AD. On behalf of the builder the contract was signed by the manager of the consortium Eng. Nikolay Pashov.

“The Northern speed tangent is a major road project for Sofia and the country because in it cross Trakia, Hemus and Lyulin motorways and the road Sofia –Kalotina.  The site is not part of the Trans European transport network but provides connectivity between several international corridors – 4, 8 and 10. The traffic to and from Greece, Romania, Macedonia and Serbia goes along it,” said Eng. Chaikov to journalists.

The site passes through the lands of Sofia districts Trebich, Iliyantsi, Benkovski, Malashevtsi, Orlandovtsi and Vrazhdebna. The construction of six lanes is provided, 3 in each direction. A total 19 large facilities will be built and 5 road junctions. The route crosses also three rivers – Kakach, Vladaiska and Perlovskа, 20 electricity and gas and 20 water networks.

The planning of the site begins immediately after the signing of the contract and the construction works – in the summer. A contract was signed also between Eng. Chaikov and Dimitar Marikin – representative of association SZS Technos – SZS Bulgaria. It is for construction supervision of the tangent. Its value is BGN 735,000 excluding VAT. In the association are included SZS Bulgaria Ltd and SZS Technos SA.

Meanwhile in front of the RIA building once again protested citizens whose lands should be expropriated for construction of the Northern speed tangent at fixed prices from on average BGN 0.85 per square m.

Desislava Terzieva commented that as a minister she has no power to determine another, higher price and people should defend their rights in court, hoping this will not delay the implementation of the project. She recalled that expert assessments were made during the GERB ruling. “The only body that can rule on this case is the Supreme Administrative Court and I hope this will happen in the next four months,” said Eng. Chaikov. “The cancellation of the decision of the Council of Ministers and the preparation of a new assessment will not change almost anything because we run the risk those who are satisfied now, with the use of new market analogues to remain dissatisfied,” explained Eng. Chaikov.
