The conference “Italy and Bulgaria: Let’s build together” brought together representatives of the construction and energy sectors from both countries. The forum is organized by the Agency for support and internationalization of Italian companies abroad (ICE), Confindustria Bulgaria, Italian National association of construction firms and Bulgarian Construction Chamber, under the patronage of the Italian Embassy in Bulgaria and the Italian Ministry of Economic Development. The conference was opened by H.E. Ambassador of Italy in our country Marco Conticelli, Deputy PM for Economic Development Daniela Bobeva, BCC Chairman Eng. Svetoslav Glosov, President of Confindustria Bulgaria Pietro Luigi Ghia and ICE Prseident Sofia Cinzia Bruno. “In Bulgaria the only instruments for growth are improving the business environment, investment promotion, fight for every enterprise and workplace. The government adopted 124 measures to reduce the administrative burden and they are effective. One of the most radical changes are in the field of construction,” said Deputy PM at the opening.
She expressed hope with the recent amendments to the Public Procurement Act (PPA) companies to resume participation in tenders, to fight honorably and to win the best. Daniela Bobeva reminded that the Chamber has been invited to actively participate in the development of rules for application of the PPA – in the part for construction.
On his part the BCC Chairman Eng. Svetoslav Glosov said that the Chamber keeps a constructive dialogue with the government and there is a consensus on many of the pressing changes in legislation concerning the construction sector and PPA, on transparent procedures and tenders, to ensure fair competition and competitive environment. He noted that standard contracts are initiative of BCC and will serve as a basis for fairer procurement, will create clear rules and conditions for less bureaucracy.
In the technical panels that continued were presented basic infrastructure projects in Bulgaria and the financial instruments for them, presentations were given by Deputy Minister of Regional Development Miroslav Maznev, representatives of the ministry of transport, information technology and communications and of the environment and water ministry.
