BCC Board of Directors has published a position paper as a reaction to the critical situation, caused by the payment defaults towards the companies performing construction activities on projects funded by the Operational Programmes.
“As a result of the huge debt of the state and the municipalities towards the construction companies, implementing projects under the Oprational Programmes, BCC Board of Directors decided to conduct a meeting with the National Association of Municipalities in the Republic of Bulgaria (NAMRB), during which the delegates discussed the current problems and their potential solutions. By means of an official letter – serial №102/07.07.2014, BCC and NAMRB requested for a meeting with the relevant institutions, to find a way out of this critical situation. As of today, there is no answer to their official letter. Meanwhile, the Chamber receives requests from its members on a daily basis, asking how to proceed because they are in a poor financial state due to the delayed payments on the provision of construction services on significant infrastructure projects,” highlights the position paper.
BCC recommends: “Due to the lack of adequate reaction on behalf of the institutions in charge, the construction companies should adhere to the Bulgarian legislation and proceed with signing Act 10 according the Ordinance No3/2003 of the Territorial Development Act, i.e. to halt construction works until a solution to restore the payments under the Operational Programmes is found.
