Caretaker Deputy Minister of Investment Planning Arch. Georgi Savov said that along with the Chamber he will work for transparent, accessible and predictable rules in the investment process
Bulgarian Construction Chamber (BCC) was the first professional organization to meet with Caretaker Deputy Minister of Investment Planning Arch. Georgi Savov. He discussed with BCC Chairman Eng. Svetoslav Glosov, Deputy BCC Chairman Plamen Ivanov and Chairman of Commission for Keeping, Maintenance and Use of the Central Register of Professional Builders Assoc. Prof. Dr. Eng. Georgi Linkov possible joint activities. The main objective of the meeting was to point out problems facing builders that can be solved within the powers and operation period of the caretaker government.
“We need to unite our efforts for transparent, accessible and predictable rules in the investment process, something that is still missing, said Arch. Savov. He added that the good initiatives started by the previous management of the Ministry of Investment Planning would continue.
Eng. Svetoslav Glosov introduced the new deputy minister with the most important legislative initiatives on which the Chamber has been working for quite a long time. First he said that the foundation on which the bills lay, prepared by a working group to BCC, is the adaptation of German laws to Bulgarian legislation relating to design, negotiation and implementation of construction. BCC Chairman presented to Deputy Minister Savov the draft law on spatial planning and regional development, urban planning law and construction law and said that currently are applied the final touches on the draft law on construction and in the beginning of September it will be prepared and published on the pages of “Stroitel” newspaper.
The topic of the adopted amendments to the Public Procurement Act (PPA) and its still missing implementation regulations were also discussed. “Under the current amendments there should be regulations for tenders in construction. As far as we know by Arch. Ivan Danov, Minister of Investment Planning in Cabinet “Oresharski”, the document is ready. It is very possible to be adopted by the Council of Ministers within the caretaker government. This is necessary because at the moment many of the procedures are performed in the old way because of the lack of rules on public procurement. Its adoption will contribute to greater transparency and clarity in tenders, something that the Chamber has always wanted,” said Eng. Glosov. In his words, the question of standard contracts on which BCC has not stopped working, is not yet resolved.
