“The main priority for 2015 remains the active position of the Bulgarian Construction Chamber (BCC) to bring legislation in the field of construction in accordance with the changing conditions in the industry and in accordance with European legislation and the specific conditions in the country,” said in front of the enlarged BCC Board Eng. Svetoslav Glosov, Chairman of the Chamber, upon presentation of the organization’s work guidelines for 2015. The meeting was held in Varna and was attended by the deputy mayor in charge of construction Hristo Ivanov. He thanked the Chamber and the companies for their active participation in the removal of damages from the natural disaster in “Asparuhovo” that were one of the worst in the country.
“The past year was a year of intense preparation of reforms in the sector. As a result of our active work to create a fair and competitive environment and the consistent policy for changes in the fundamental laws governing relations in the system was done specific work on the preparation of drafts for three legislative acts – Law on urban planning, Construction law, Law on territory planning and regional development and resulting amendments in the Construction Chamber Act,” said Eng. Svetoslav Glosov. “Our goal is the developed by us bills to be presented to all interested bodies – different ministries and government agencies and to be tabled to the relevant committees of the 43rd National Assembly for consultation and inclusion in the agenda of the new parliament,” defined the first priority of BCC Eng. Glosov.
The work guidelines will be submitted for approval by the General Assembly of the Chamber to be held on 6 November in Veliko Tarnovo.
BCC Chairman said that in connection with the European Directive for implementation of public procurement the Chamber will actively participate in the development of a new Public Procurement Act and regulation for tenders in construction. The joint work on this task will continue with colleagues from the Chamber of Engineers in the Investment Design and the Chamber of Architects in Bulgaria. The main focus will be preparation of standard procedures and documents. Andrei Tsekov, Deputy Chairman of BCC and representative of the working group for the preparation of standard tender documents added that the Chamber will insist to participate in drafting the texts of the new PPA and the project will be discussed with the organization members.
