Thirteen applications were received to participate in the restricted procedure for the award of public procurement: “Design and Construction of Struma Motorway Lot 3.1”. This became clear during the public meeting of the committee conducting the bid chaired by Miglena Manolova, director “Public Procurement” at the National Company “Strategic Infrastructure Projects” (NCSIP). Applicants’ documents were opened in the presence of the external expert Dimitrina Mladenova according to the latest amendments to the Public Procurement Act (PPA), which state to be chosen one by lot, when construction is assigned to a value equal or higher than BGN 9.7 million. The indicative budget for the section Blagoevgrad – Krupnik of Struma Motorway, which is about 13 km long, is BGN 150 million, VAT excluded.
The bids were opened by the order of submission of the applications. The thirteen companies and associations are: GLF-Monolit DZZD, which consists of “Grandi Lavori Fincosit” AD (Italy) and “Monolit Sofia” AD; “Obrascon Huarte Lain” AD (Spain), “Societa Italiana per Condotte Acqua” AD (Italy); DZZD Consortium “SSSS-SK-13”, consisting of “SK-13 Patstroy” AD and “China communication construction company” Ltd (China); DZZD “PST Struma 1”, with partners “PST group” EAD, “Via Plan” ЕООD, “Ponsstroyengineeing” EAD and “GP Group” ООD; “X Grandi Lavori” AD (Italy); Consortium “Struma – Lot 3.1”, which includes “GBS Infrastructure construction“ AD, “Patstroy-92” AD and Geostroy” AD; “Actor” А.S.D. (Greece); “Serenissima Construzioni ” S.P.А. (Italy); Association “Struma Motorway 3.1” created by companies: “Trace Group Hold” AD and “Patishta I mostove” EOOD; “Strabag” AG (Austria); “San Hose – АТМ” DZZD in which are united “Constructor San Jose” АD (Spain) and “Avtomagistrali Cherno more” АD; DZZD “AM Struma 3.1” with participants “Agromah“ ЕООD, “AB” АD, “Hydrostroy” АD, “Patishta Plovdiv Group” ЕООD, “Patishta Plovdiv” АD and “Alves Consult” Ltd.
The procedure for Lot 3.1 is in two stages. In the present first stage of pre-qualification will be checked for compliance capabilities of the companies with minimum requirements for economic and financial situation. Over the last five years the applicants should have successfully completed construction, reconstruction or rehabilitation of motorways or roads with a total length of not less than 20 km. It is imperative that the contractor has built at least 10 km of a new motorway, as well as bridges with single openings over 17 meters and a total area over 20 thousand square meters. Participants should also prove availability of financial resources or access to such of at least BGN 20 million.
