“It is right my first meeting since I headed the Ministry of Regional Development and Public Works to be with the management of the Bulgarian Construction Chamber (BCC). My main priority as sector minister is regional development, construction and infrastructure. I think we will have many occasions for meetings to discuss pressing issues in the industry. The purpose of this talk is primarily to meet, then draw what lies before us and prepare a work plan,” said Lilyana Pavlova, Minister of Regional Development and Public Works (MRDPW) at the meeting with the Board of BCC. The discussion was held at the headquarters of the Chamber. It was attended by BCC Chairman Eng. Svetoslav Glosov, Deputy Chairmen Eng. Nikolay Stankov and Eng. Ivan Mirinski, Honorary Chairman Eng. Simeon Peshov, members of the BCC Board Eng. Vladimir Vutov, Eng. Stefan Totev, Eng. Lyubomir Kachamakov, Eng. Pavel Kalistratov, Eng. Iliyan Terziev, Eng. Tsvetan Tsonev, Eng. Atanas Kirilov, Eng. Evtim Yanev, Eng. Rosen Koleliev, Chairman of BCC Regional Office – Burgas, Eng. Nikolay Nikolov, Executive Director of the Chamber Eng. Ivan Boykov and others.
“I propose to be restored the Advisory Board at the ministry in order to have continuous feedback both in terms of legislation and current issues and problems related to the work of the MRDPW,” said Pavlova.
According to Lilyana Pavlova, by 7 December should complete the merger of the Ministry of Regional Development and the Ministry of Investment Planning into the Ministry of Regional Development and Public Works. “This requires a change in the Law on Territory Planning, as well as in 64 more laws. In this regard, next week we will amend 120 regulations and decrees. Only then we will give vent to the whole process related to the issuance of building permits. We are working on new rules of procedure because the two ministries have overlapping directorates,” said the minister.
“An amendment to the Law on Territory Planning is submitted, according to which only municipalities will issue building permits. The started procedures, however, will be completed according to the previous order of the ministry. They are 39. We will do everything so that they happen as quickly as possible,” she stressed.
Currently two deputy ministers have been appointed in the department. Denitsa Nikolova will manage OPRD, The Cross-Border Cooperation Program, EU Strategy for the Danube Region and others. “The most ambitious task I set myself is to unblock the money under OPRD by the end of the year. We will impose a flat financial correction; we will not rob the municipalities with individual sanctions because this is immediately reflected on the builders. At the moment the fines are set, local authorities stop transferring money to companies. We will pay the flat financial correction at the central level from the budget, to give a breath of fresh air for the municipalities. By the end of the month I set a task to be made a pre-checkup and to impose the sanction. I hope to get support from colleagues of the Ministry of Finance,” said Pavlova. According to her, the same method will be applied to the OPE.
